C. 90 Changes in Penalties for Learner's Permit and Junior Operator License (JOL) Violations

Junior Operator Passenger Restriction/Penalties

No passengers during the first 6 months of licensure, other than immediate family member, unless accompanied by a person at least 21 years old, has at least 1 year driving experience, hold's a valid driver's license and is in the front passenger seat.

Previous restriction, increased penalties
1st offense: 60 day license suspension.Previously 30 day suspension

Junior Operator Night Driving Restriction/Penalties
Restrictions driving from 12:30am-5:00am for duration junior operator licensure, unless accompanied by parent/guardian. Primary enforcement 1:00am-4:00am.Previous restriction begins at 12:00am
